Evolved from Tobin Parnes Design, a WBE certified interior design firm established in 1983, TPD Architecture looked to expand upon over three decades of successful projects and provide new comprehensive client services. The creation of TPD Architecture formalizes the firms belief that clients are best served when architecture and interior design are fully integrated from project inception to completion and a project’s success is based on a strong foundation of experience, creativity and collaboration.
Equal parts business and friendship, TPDA is built on trust, quality, innovation and hard work. Led by, Andrea B. Dibner and Gerard R. Orozco, with long time team members Timothy Kincer and Scott Press as partners, the firm continues to be recognized for its accomplishments, business acumen and experience demonstrated over the past 25 years of teamwork. Our experience ranging from hospitality, institutional, cultural and workplace to healthcare, retail and historic restoration offers our clients the creative muscle to provide thoughtful value and innovative solutions from the moment a client walks through our doors to the moment they walk through theirs.

Since joining Tobin | Parnes Design in 1998, Andrea’s breadth of talent and expertise have been instrumental in the growth of the firm. A naturally talented design professional, the combination of Andrea’s highly developed knowledge of construction means and methods, sustainable design, strong architectural and engineering skills and precise project management abilities make her a valuable asset in a variety of sectors.
A meticulous and analytical leader with training in architecture, civil, structural engineering and construction management, Andrea oversees and coordinates the daily operations of the TPD design teams. Guiding clients through the complexities of a project, Andrea coordinates the master planning of projects, project design concepts, schedules and budgets, reviews drawings, analyzes building technologies, maintains project baselines, ensures code compliance and provides thorough construction administration. Andrea has extensive experience in commercial development, retail, hospitality, historic preservation, institutional, corporate and residential design.

A Pratt Alumni with over 21 years of experience at some of the world’s most outstanding architecture firms, Gerard has had an immeasurable impact on the leadership and technical expertise offered at Tobin | Parnes Design. Known for his pragmatic, client-focused and creative approach to problem solving, Gerard has extensive experience in all facets of project administration and project development. His specialties include project conceptual development, contract and lease review, site analysis, development and coordination of construction documents and details, contract administration and project management.
A knowledgeable and detail-oriented architectural designer, Gerard is also a strong and natural leader: a quality that generates client confidence and further enhances the culture of collaboration inherent at TPD. A most talented designer, he has the uncanny ability to transform a client’s vision, adding depth, nuance and innovation.

A graduate of the University of Cincinnati, Tim has worked within the field of architecture for over 13 years. His background includes a wide range of experiences including high-end residential design, corporate interiors, health care design and construction management. Complementing this with a few years of construction field work, Tim has developed the skills necessary to create thoughtful design solutions as well as a clear understanding of how to implement them under real world conditions. His analytic, problem solving ability and attention to detail help create realistic project budgets and schedules.
Tim also has extensive knowledge of building codes, including being a member of the National Fire Protection Association, to see that projects are designed and completed safely and timely, meeting local and federal mandated regulations. With a strong understanding of evolving technologies, Tim is a reliable resource; his contributions ensure that current technological advances are integrated into all aspects of Tobin | Parnes work.
Scott is a licensed architect and senior associate at Tobin | Parnes. Motivated by his early experience as a carpenter’s apprentice, Scott moved quickly to pursue his passion for architecture and construction by continuing his education at the technically focused New Jersey Institute of Technology where he earned a Bachelor of Architecture degree. The majority of Scott’s early career was devoted to working on the renovation and construction of architectural projects and master planning in the pre-K -12, public school, college and university sectors. Since joining the TPD team, Scott has successfully focused his efforts on healthcare and historic preservation projects.
With over 10 years of experience in construction and architecture, Scott has also been involved in other project types including commercial, municipal and residential. He excels at full project management – from schematic design through contract administration. His organizational skills and meticulous attention to detail as well as his knowledge of pertinent building and life-safety codes and municipal agency regulations establish him as a valuable team member and resource.
Scott’s rapport, professionalism and communication skills convey a level of confidence appreciated by all clients.
Tony Baldo is a Senior Associate with Tobin | Parnes Design and his responsibilities include site analysis, complete production of construction documents with coordination of all consultants and vendors, construction administration and project management. While at TPD, he has managed numerous large scale projects in the restaurant, hospitality, residential, commercial and retail sectors.
Tony leads by example and brings an intensely dedicated work ethic to TPD, working passionately to promote his ideals within the firm and ensuring that a project will be completed with the highest degree of excellence. These qualities and values ensure trust on behalf of TPD’s clients and respect for TPD in the architectural and design communities.
Senior Designer and Architectural Project Manager specializing in Commercial, Retail, Hospitality and high-end Residential Projects. Strong interest in developing Branded Environments and Narrative Spaces using traditional architectural methods and new technologies. Detailed experience in all stages of multiple projects including Design Concept, Schematic Design, Design Development, Budgeting to preparation of full sets of Construction Documents, Construction Supervision, complete Specifications and custom Furniture and Lighting design.
History of highly successful coordination and communication with all project team members to ensure efficient on-time project delivery and client satisfaction. Extensive Background in CAD, 3D modeling and rendering, hand drafting, spatial planning and graphic design. Strong creative problem-solving skills, original thinking, and independent initiative. Highly organized and always motivated for new challenges.
Elfi Melo is an extremely conscientious and motivated Associate with the firm. Elfi is particular about the quality and integrity of her work, and this reflects on all aspects of TPD’s projects. Since joining, her performance has been remarkable and she has managed a number of projects in the restaurant, hospitality, commercial, and retail sectors. Her responsibilities include coordinating and conducting site surveys and writing existing conditions reports, producing and filing construction documents, coordinating consultants and project vendors, project management, and selecting and specifying project finishes, fixtures, furniture and equipment.
Francesca is a designer with international experience in Europe and the United States. With an architectural and lighting design background, she pursued her education at the Polytechnic School of Turin in Italy, at the ETSAM School of Madrid in Spain and she earned a Master degree in Architecture from the Spitzer School of Architecture in NYC. Italy taught her the importance of site considerations, attention to the community and the re-use of existing building. In Spain she developed the capacity to be innovative and experimental through abstract exercises. United States extended her knowledge in new technologies, advanced computing techniques and the relationship between architecture and related fields such as art and engineering systems.
Her experience combined with personal design experimentation have informed and deepened her fascination with the notion of place. Francesca believes that architectural systems combined with educated design ideas have the power to create sensibilities unique to a site or situation: each site has a uniqueness that must be enhanced by architecture and at the same time, architecture has a need to create uniqueness in the site thought innovation and experimentation. Her research examines experimentation on a variety of scales using a range of tools and design strategies to achieve a greater understanding of site, context and place.

Carol R. Tobin, ASID, is a founding principal of Tobin | Parnes Design and a leader that inspires not only her staff but also her clients, Carol’s dynamic personality and professional savvy form a level of confidence and trust that are immediately felt by those who meet her.
